新型工业化发展绩效评价及障碍因子诊断——以河北唐山为例 被引量:6

Performance Evaluation and Obstacle Factor Diagnosis of New Industrialization Development:Taking Tangshan,Hebei as an Example

摘要 唐山是与北京、天津相邻的资源型城市,但至今少见研究聚焦于该如何提升其新型工业化发展绩效。鉴于此,根据新型工业化发展的基本要求,从科技与信息化、经济效益、资源与环境、人力资本4个方面构建评价指标体系,采用改进的TOPSIS法,从多目标决策层面入手,测度唐山2011—2020年新型工业化发展的绩效并诊断障碍因子,以识别唐山工业化发展的优势和不足。结果表明:唐山新型工业化发展效果显著,各项指标指数都在0.8以上,处于优质等级,总绩效指数均在0.9以上,其中经济效益绩效和人力资本绩效总体水平较高;影响唐山新型工业化发展绩效的主要障碍因子根据障碍度从高到低排序,依次为城镇登记失业率、研发机构数量、人均公园绿地面积、污水集中处理率、高新技术产业增加值占规模以上工业的比重、专利授权量、普通高等学校在校学生数占各级各类学校总在校学生数比例,涉及科技与信息化、资源与环境、人力资本3个方面,其中城镇登记失业率的障碍度远大于其他指标。在此基础上,提出强化科技创新与信息化水平并节约资源、保护生态环境,以及积极创造更多就业机会、引进产业链等对策建议。 Tangshan is a resource-based city adjacent to Beijing and Tianjin,but so far little research has focused on how to improve the performance of its new industrialization.In view of this,according to the basic requirements of the development of new industrialization,from four aspects:science and technology and information technology,economic benefits,resources and environment,and human capital,this paper constructs the evaluation index system to measure the performance of Tangshan new industrialization development in the year from 2011 to 2020,and diagnose the obstacle factor.The results show that the development of new industrialization in Tangshan is remarkable,each index index is above 0.8,is in the high quality grade,and the total performance of each index is above 0.9.Among them,the overall level of economic benefit performance and human capital performance is relatively high.The main obstacle factors affecting the development performance of Tangshan's new industrialization are,in descending order of obstacle degree,the urban registered unemployment rate,the number of R&D organizations,the per capital area of green space in parks,the centralized sewage treatment rate,the proportion of the value-added of high-tech industries in the industries above the national scale,the amount of patents granted,and the ratio of the number of students enrolled in general higher education to the total number of students enrolled in all levels of schooling,which involves the 3 aspects of science and technology and information technology,resources and the environment,and human capital.Among which,the obstacle degree of the urban registered unemployment rate is far bigger than that of the other indexes.On this basis,it puts forward countermeasures and suggestions to strengthen scientific and technological innovation and information levels while conserving resources and protecting the ecological environment,as well as actively creating more employment opportunities and introducing industrial chains.
