摘要
科学衡量流域生态补偿政策实施带来的经济、社会和生态环境影响,对于新时期进一步完善补偿政策、持续改善流域生态环境意义重大。结合流域生态补偿政策特点和典型山地流域的实际情况,建立了基于AHP模型及熵权法改进的流域生态补偿绩效评估指标体系和评价模型,动态评估了重庆市2018—2020年流域生态补偿政策(试行)实施期间的绩效。结果表明:重庆市流域生态补偿政策实施成效明显,评价范围内的19个流域和所涉及的30个区县生态补偿综合指数总体均呈上升趋势,但同时也反映出政策实施效果与补偿资金分配情况匹配度仍然不高、生态补偿资金使用效益有待提升等问题。建议进一步完善流域横向生态补偿模式,优化调整补偿标准和核算方法,建立健全合理的补偿资金配套机制和流域生态补偿绩效评估机制,以更好地开展流域环境治理。
Scientifically measuring the economic,social and ecological environment impact brought by the implementation of watershed ecological compensation is of great significance for further improving the compensation policy and continuously improving the watershed ecological environment in the new era.Considering the characteristics of the basin ecological compensation policy and the actual situation of the mountain watershed,a comprehensive evaluation index system and evaluation model of eco-compensation which based on the AHP model and entropy methods were established.The compensation effect of the implementation of ecological compensation policy in Chongqing from 2018 to 2020 was comprehensively evaluated.The results showed that the implementation of the ecological compensation policy for river basins in Chongqing had achieved remarkable effect,and the comprehensive indicators of the 19 river basins and 30 districts and counties involved showed an upward trend as a whole.However,it also reflected that the matching degree between policy implementation effect and compensation fund allocation was still not high,and the use efficiency of ecological compensation fund needed to be improved.In order to obtain a better watershed environmental governance,it is suggested to further improve the watershed ecological compensation model,optimize and adjust the compensation standards and accounting methods,establish a reasonable compensation fund supporting mechanism and watershed ecological compensation performance evaluation mechanism.
