摘要
人是教育的出发点和落脚点。立德树人是教育的立身之本、初心使命和活力之源。建设高质量基础教育体系,无法也不可能规避人的发展。把立德树人的根本任务落到实处,既是构建优质基础教育体系的题中应有之义,也是新时期推动教育事业高质量发展的战略部署。从生存论角度看,落实立德树人的根本任务是新时期全面贯彻党和国家教育方针政策、培养德智体美劳全面发展的时代新人、建设人力资源强国、推进基础教育现代化的战略行动。推进高质量基础教育体系的构建,应坚持以人民为中心,构建高质量的依法治教的教育法治体系;坚持五育并举,健全高标准融合化的人才培养体系;深化教育领域综合改革,建设高水平一体化的学校教育体系;加强师德师风建设,建设高素质专业化的教师教育体系;注重统筹保障,建设高效能协同化的联动体系。
Human is the origin point and the foothold of education.Establishing morality and cultivating people is the foundation,original mission and source of vitality of education.It is impossible and cannot to avoid human development to build a high-quality system of basic education system.Putting the fundamental task of establishing morality and cultivating people into practice is not only the meaning of building a high-quality system of basic education,but also the strategic deployment to promote the high-quality development of education in the new era.From the perspective of existentialism,to implement the fundamental task of establishing morality and cultivating people is a strategic action to comprehensively implement the educational policies of the Party and the nation in the new era,cultivate new people of the era with all-round development of morality,intlligence,physique,beauty and labor,build a country rich in human resource and promote the modernization of basic education.To promote the construction of a high-quality system of basic education,we should adhere to the people-centered approach and build a high-quality education legal system that governs education according to law;adhere to the simultaneous development of five forms of education and improve the high standard integrated talent training system;deepen the comprehensive reform in the field of education and build a high-level integrated school education system;strengthen the construction of teacher ethics and teacher style,and build a high-quality and professional teacher education system;pay attention to overall planning and guarantee,and build an efficient and collaborative linkage system.
