摘要
乡村教师队伍建设政策的研究和优化是促进我国乡村教育政策可持续发展的重要环节。以陕西省乡村教师队伍建设政策文本作为研究对象,发现陕西省乡村教师队伍建设政策聚焦于细化“下得去”、优化“留得住”、强化“教得好”等方面。新时代,陕西省乡村教师队伍建设的政策目标指向质量提升、政策理念突出补偿倾向、政策执行注重统筹推进。乡村教师队伍建设政策体系已逐渐形成,但仍有缺失。从乡村教师政策理想状态的有用和实用特点出发,乡村教师队伍建设还应不断强化政策规划的协同性、注重政策制定的前瞻性和推进政策激励的灵活性。
Rural teachers are the first resource for the revitalization of rural education,and strengthening the construction of rural teachers is a key task for the development of rural compulsory education in China at this stage.Based on the research on the policy text of rural teacher team construction in Shaanxi Province,it is found that Shaanxi Province continuously refines policies such as“being able to go down”,optimizes policies such as“being able to stay”,and strengthens policies such as“being able to teach well”,and the policy effect of rural teacher team construction is significant.In the new era,the policy objectives of rural teacher team construction in Shaanxi Province are to improve quality,highlight the compensation tendency in policy concepts,and focus on overall promotion in policy implementation.In combination with the rural revitalization strategy,the construction of rural teachers in Shaanxi Province should also continuously strengthen the coordination of policy planning,focus on forward-looking policy formulation,and promote the flexibility of policy incentives.
