摘要
2014年以来,我国围绕档案治理现代化进行了积极探索,对档案治理的认识不断深入,档案治理体系日益完善、档案治理能力逐步提升、档案治理价值持续彰显。与此同时,随着政策调整、技术演进、需求转变和业务更新,档案治理的要素、治理的议题、治理的诉求和治理的方式都在不断变化,增加了档案治理现代化的难度,亟须从坚持规则主导与价值耦合、加强基层档案工作、丰富档案赋能场景、创新档案治理技术等方面推进档案治理现代化的发展。
Since 2014,China has actively explored the proposition of archival governance modernization,the understanding of archival governance has continued to be deepened,the archival governance system has been increasingly improved,the archival governance capacity has been gradually enhanced,and the value of archival governance has continued to be manifested.At the same time,with policy adjustment,technology evolution,demand transformation and business renewal,the elements,issues,demands and ways of archival governance are constantly changing,increasing the difficulty of archival governance modernization,and it is urgent to promote the development of archival governance modernization from adhering to a rule-led direction and value coupling,strengthening grassroots archival undertakings,enriching archival empowerment scenarios,and innovating archival governance technologies.
