摘要
基于2009—2019年中国286个城市的面板数据,将“宽带中国”战略视为一次准自然实验,构建渐进性双重差分模型来分析以“宽带中国”为代表的数字经济发展对服务业结构升级的影响效应及作用机制,接着分别采用平行趋势检验、PSM-DID方法检验、安慰剂检验、内生性检验以及其他稳健性检验等多种方法,进一步验证了政策实施效果。研究发现,数字经济发展推动了服务业结构升级,数字经济发展主要通过减缓劳动力错配,提升劳动力配置效率,进而推进地区服务业结构升级,数字经济发展对服务业结构升级促进效果存在明显的异质性特征,其对服务业发展水平较低的城市以及西部地区城市的促进效果更强。
Based on the panel data of 286 cities in China from 2009 to 2019,this paper regards the“Broadband China”strategy as a quasi-natural experiment and constructs a progressive double-difference model to analyze the impact and mechanism of the development of the digital economy represented by the“Broadband China”strategy on the upgrading of the service industry structure.Then parallel trend test,PSM-DID method test,placebo test,endogeneity test and other robustness tests are used to further verify the effect of policy implementation.The research finds that;the development of digital economy has significantly promoted the upgrading of the service industry structure;the development of digital economy has improved the upgrading of regional service industry structure by reducing the misallocation of labor force,which enhances the efficiency of labor allocation;there is obvious heterogeneity in the promotion effect of the development of digital economy on the upgrading of the service industry structure,and its promotion effect is stronger for cities with lower development level of service industry and cities in western regions.
