摘要
如何缩小城乡收入差距、促进城乡融合发展,进而实现共同富裕,成为中国式现代化进程中亟待解决的重大课题。本文使用2011—2017年中国282个地级及以上城市的面板数据,系统分析了数字政府建设对城乡收入差距的影响及其作用机制。研究发现:数字政府建设对城乡收入差距扩大有显著的抑制作用,实证结果在经过多种稳健性检验后依旧成立;数字政府建设主要通过遏制腐败、促进数字普惠金融发展、提高城市创新能力来缩小城乡收入差距;不同行政等级、地理区位、信息通信技术水平的城市,其数字政府建设对城乡收入差距的影响有所不同,普通城市、中西部城市及高水平信息通信技术(ICT)城市的数字政府建设对城乡收入差距扩大的抑制作用更为明显;数字政府具有空间溢出效应,不仅能够显著缩小本地城乡收入差距,而且能抑制相邻地区的城乡收入差距。
How to narrow urban-rural income gap,promote the integrated development of urban and rural areas,and then achieve common prosperity has become a major issue to be solved in the process of promoting Chinese path to modernization.This paper uses the construction panel data of 282 cities at prefecture level and above in China from 2011 to 2017 to systematically analyze the impact of digital government construction on the urban-rural income gap and its mechanism.The research finds that:(1)the construction of digital government has a significant inhibitory effect on the urban-rural income gap,and the empirical results are still valid after a variety of robustness tests;(2)The construction of digital government mainly reduces the income gap between urban and rural areas by curbing corruption,improving urban innovation ability,and promoting digital financial inclusion;(3)The digital government of cities with different administrative levels,geographical locations and information and communication technologies has different effects on the urban-rural income gap.The digital government construction of ordinary cities,central and western cities and high ICT cities has more obvious inhibitory effects on the urban-rural income gap;(4)Digital government has a spatial spillover effect,which can not only significantly reduce the local urban-rural income gap,but also suppress the urban-rural income gap of neighboring cities.
