科技领军企业是实现高水平科技自立自强使命的中坚力量,在科技创新体系中起关键的主导作用。以华为为研究对象,系统论证了科技领军企业助力科技自立自强的理论逻辑,从“顶层设计、策略响应、基础要素”三个层面提出助力科技自立自强的六大实现路径,即确立伟大创新使命;构筑“探索+开发”的双元驱动创新战略;通过压强投入抢占技术制高点;构建世界一流组织架构;建设世界级人才团队;营造开放包容的创新文化。
The report of the 20th Party Congress states that the central position of innovation in the overall situation of China's modernisation should be upheld.Accelerate the achievement of a high level of scientific and technological self-reliance and self-improvement.As the core body of the national strategic science and technology force,leading science and technology enterprises are the key to achieving a high level of scientific and technological self-reliance and self-improvement.However,the research question of how leading science and technology enterprises can contribute to a high level of scientific and technological self-reliance and what is the theoretical logic and path to achieve it is of great strategic value.The study takes Huawei as the research object to explore the theoretical logic and realisation paths of leading technology enterprises in contributing to technological self-reliance and self-improvement.As a world-class innovative enterprise,Huawei has precisely grasped the mission of technological self-sufficiency and industrial needs and has gradually formed a clear innovation mechanism and R&D system,which is typical of technological self-sufficiency and self-improvement.The study has sorted out the theoretical logic of the leading technology enterprises to help technology self-reliance and self-improvement.Firstly,the leading science and technology enterprises lay out the enterprise science and technology innovation system with an integrated innovation vision,highlighting the systemic and holistic view of the enterprise science and technology innovation system.The second is to"face the world's science and technology frontier,face the main economic battlefield,face the major national needs,face the people's life and health"as the main keynote,that is,to the urgent needs of the country and long-term development as the guide;to application traction science and technology innovation development defense line;focus on the world's science and technology frontier technology and key core technology;adhere to green and sustainable development.Thirdly,it is necessary to combine the"mission,strategy,organisation,talent,investment and culture"of the enterprise to achieve scientific and technological innovation and development,and help accelerate the achievement of high-level scientific and technological self-reliance and self-improvement.The study explores six major paths to achieve self-sufficiency in science and technology from three levels:top-level design,strategic response and basic elements.In terms of top-level design,clarifying the great innovation mission is a prerequisite for leading science and technology enterprises to support technological self-reliance and self-improvement.In terms of strategic response,building a dual-driven innovation strategy of"exploration+development"to form a development model that promotes both long-term and short-term performance;building a world-class organisational structure and flexible internal structures to meet development needs.In terms of basic elements,we have adopted large-scale and targeted innovation investment to achieve high output with high input;built a world-class talent team to attract talents through multiple channels;and shaped the innovation environment through non-institutional means to create an open and inclusiveinnovationculture.This study has drawn important conclusions and insights.Specifically,leading science and technology enterprises must do the following to help them become self-sustainable in science and technology:First,they must face major national strategies and the main battlefields of science and technology,and need to integrate forward thinking,global planning,strategic layout and overall promotion into their innovation development.Secondly,we must insist on high intensity,continuous and precise innovation investment,and continuously optimise the structure of R&D investment.Thirdly,we must insist on the introduction of top talents,adequate talent exchange and talent cultivation.Fourthly,we must adhere to the equal importance of basic research and application development,to use application to pull science and technology innovation exploration,to break through theoretical bottlenecks and to attach importance to basic research.Fifth,we must build an open,cooperative and win-win innovation system,deeply unite with other national strategic science and technology forces,and link up with industry,academia,research and government to form an industrial innovation ecosystem.
