摘要
基于2008—2020年中国104个地级资源型城市的面板数据,以区域一体化政策构造准自然实验,检验区域一体化政策对规划范围内资源型城市产业结构升级的影响。结果发现:(1)区域一体化政策可以显著推动资源型城市产业结构升级,且随着区域一体化合作的不断推进,促进效应逐渐增强。(2)区域一体化的促进效应对规划周边的资源型城市影响较小,说明空间上地理邻近但不在规划范围内的城市应主动融入一体化发展,以承接中心城市扩散。此外,促进效应会受到城市群规划、城市经济发展水平和城市交通禀赋的影响。(3)机制检验表明,区域一体化政策通过统筹规划产业布局,推动产业分工协作对资源型城市产业升级产生直接影响,并通过提高城市的创新能力和环境规制强度对产业升级产生间接影响。研究结论丰富了资源型城市转型升级的相关文献,为新时期推动资源型城市转型与区域高质量协调发展提供了有益借鉴。
Based on the panel data of 104 prefecture-level resource-based cities in China from 2008 to 2020,this paper constructs the quasi-natural experiment of regional integration policy to investigate the impact of regional integration policy on the industrial structure upgrading of resource-based cities within the planning scope.The results show that:1)Regional integration policy can significantly promote the industrial structure upgrading of resource-based cities,and the promotion effect gradually increases over time.2)Regional integration has little impact on the resource-based cities around the planning,which indicates that cities that are geographically close but cities not within the planning scope should actively integrate into the integrated development to gain the diffusion of central cities.In addition,the promotion effect will be affected by urban agglomeration planning,urban economic development level and urban traffic endowment.3)The mechanism analysis shows that the regional integration policy has a direct impact on the industrial upgrading of resource-based cities through the overall planning of industrial layout and the promotion of industrial division and cooperation,and may have an indirect impact on industrial upgrading by improving the urban innovation ability and environmental regulation intensity.The research conclusions enrich the relevant literature on the industrial transformation and upgrading of resource-based cities,and provide useful reference for promoting the transformation of resource-based cities and high-quality coordinated development of regions in the new era.
