摘要
近年来,日本为破解农业部门难找到人手而福祉部门难找到残疾人就业处的两难困境,采取举国体制,大力推进农福融合(农业+残疾人就业),对残疾人和当地农业农村发展都起到了积极的效果。日本的实践表明:残疾人农业就业是可行的,农业农村领域有可能且应该成为吸纳残疾人就业的重要部门;具体模式上,可以因地制宜地采取灵活多样的方式;长远来看,残疾人农业就业模式或将成为社会的一种新形态和农业发展的一种新范式。中国同样面临残疾人就业率低和农村老龄化不断加速等问题,因此可以借鉴农福融合的理念,将农业视为残疾人就业的重要劳动市场,扶持各地尝试“农业+残疾人就业”模式,为探索新型的残疾人就业路径积累经验。
In the recent years,the Japanese government vigorously promoted the integration of agriculture and welfare in Japan“agriculture+employment of the disabled”,in order to solve the dilemma between the lack of manpower in agricultural department and the employment problem of the disabled,and achieved positive results.The practice of Japan shows that:It is feasible for the disabled to engage in farm work,agriculture and rural areas should become an important sector to absorb the employment of the disabled.In specific modle,flexible and diversified methods should be adopted according to local conditions.In the long run,“agriculture+employment of the disabled”model will become a new social form and a new agriculture development model.Still familiar concept in China that low rat of disabled employment and high rate of rural elderly population,this paper puts forward that we can learn from the concept of the integration of agricultural welfare,encourage local attempts to carry out the“agriculture+employment of the disabled”,in order to accumulate experience for exploring a new employment path for the disabled.
