摘要
国家“十四五”规划突出强调,在区域经济发展中要“扎实推动共同富裕”,这对我国区域经济协同发展工作提出了更高、更新、更富挑战性的要求。为此,通过梳理我国当代“共同富裕”的发展沿革,以及区域经济协同对缩小地区经济发展差距实现共同富裕的历史贡献,确认了服务型企业发展通过改变区域经济协同新格局来影响全域共同富裕实现情况的逻辑基础,其主要包括服务型企业发展的“内部驱动协同”“平台驱动协同”和“不同主体相互协同”三条影响区域经济发展的逻辑基础。然而,在当前国家“共同富裕”的战略框架下,服务型企业的发展又面临着帕累托改进与收入再分配进一步统一、经营的外部性内部化和资源配置效率向技术效率转变的三大挑战,针对这些挑战,分别从营造服务型企业发展环境、建设服务型中心城市和完善人才发展机制三个层面提出了相应的对策建议,以充实区域经济协同促进共同富裕领域的研究力量。
The 14th Five Year Plan highlights the need to“solidly promote common prosperity”in regional economic development,which puts forward higher,newer and more challenging requirements for China’s coordinated regional economic development.Therefore,by combing the development history of China’s contemporary“common prosperity”and the historical contribution of regional economic coordination in narrowing the regional economic development gap and achieving common prosperity,this paper confirms the logical basis for the development of service-oriented enterprises to affect the realization of global common prosperity by changing the new pattern of regional economic coordination.The three logical foundations that influence regional economic development are“internal driven coordination”“platform driven collaboration”and“mutual collaboration among different entities”of the development of service-oriented enterprises.However,under the current national strategic framework of“common prosperity”,the development of service-oriented enterprises is facing to three major challenges,which includes further unification of Pareto improvement and income redistribution,internalization of externality of operation,and transformation of resource allocation efficiency to technical efficiency.Corresponding countermeasures and suggestions are put forward at three levels of creating a development environment for service-oriented enterprises,building a service-oriented central city and improving the talent development mechanism to enrich the research strength in the field of regional economic synergy in promoting common prosperity.
