摘要
为深刻汲取各地因隐蔽致灾因素不清引发的多起水害、瓦斯、顶板等事故教训,切实提升煤矿重大灾害防治基础管理水平,国家矿山安全监察局部署开展水文地质、瓦斯地质、火灾、冲击地压等致灾因素为主要内容的煤矿隐蔽致灾因素普查治理工作。简要介绍了该项工作开展的主要背景,系统总结了国家矿山安全监察局推进此项工作取得的积极成效,分析了各地煤矿企业及监管监察部门开展此项工作中存在的突出问题,并在此基础上提出了进一步推进该项工作的有力举措和具体要求,为下一步加强煤矿隐蔽致灾因素普查治理工作指明了方向。
In order to deeply learn from the lessons of many water disasters,gas,roof and other accidents caused by unclear hidden disaster-causing factors,and effectively improve the basic management level of major disaster prevention and control in coal mines,the National Mine Safety Administration deployed to carry out the general survey and treatment of hidden disaster-causing factors in coal mines with the main contents of hydrogeology,gas geology,fire,rock burst and other disaster-causing factors.This paper briefly introduces the main background of this work,systematically summarizes the positive results of the National Coal Mine Safety Administration in promoting this work,analyzes the outstanding problems existing in the work carried out by coal mining enterprises and regulatory and supervisory departments,and puts forward the strong measures and specific requirements for further promoting this work,which points out the direction for the next step to strengthen the general survey and treatment of hidden disaster-causing factors in coal mines.
