摘要
河道采砂监管涉及多个行政部门,全国范围尚未有统一的河道采砂监管体制,各地有关部门管理职责部分有重叠、交叉,资源权属有矛盾,极易造成多头管理现象。针对目前河道采砂管理存在的诸多问题,应通过体制创新进一步理顺河道采砂管理关系,加强全国河道采砂管理工作。
River sand mining supervision involves many administrative departments,and there is no uniform river sand mining supervision system nationwide.There are overlaps and overlaps in the management responsibilities of relevant departments in various places,and the ownership of resources is contradictory,which easily leads to multiple management phenomena.At present,there are many problems in river sand mining management.The relationship of river sand mining management should be further straightened out through system innovation and the national management of river sand mining should be strengthened.
