摘要
如何在改善环境的同时推动出口高质量发展是新时代我国经济发展的重要议题。通过识别减排目标不同的地区与污染程度不同的行业,采用三重差分法探讨了“十一五”环保规划对微观企业出口增加值的影响。研究表明,“十一五”环保规划对企业出口国内增加值率(DVAR)有显著的负面影响,所处省份政策管制越严格、行业污染越严重的企业其出口DVAR受到的抑制作用越大。进一步研究发现,减排目标的制定促使企业转向“清洁生产”,政策引致的成本效应使得贸易企业增加进口中间投入来替代国内中间投入,从而导致企业出口DVAR下降。此外,该环保政策对中国企业出口DVAR的影响因企业所有制、企业规模和地区监管力度等不同而存在差异,对外资企业、大企业以及监管严格地区企业出口DVAR的负面影响更大。
How to promote the high-quality development of export while improving the environmental quality is a vital issue for China's economic development in the New Era.By distinguishing areas with different pollution abatement target and industries with different pollution intensity,the article uses difference-in-differences-in-differences method to explore the impact of"the eleventh five-year plan"of environmental protection on firms'export value added.The research finds that"the eleventh five-year plan"of environmental protection has a significantly negative effect on firms'domestic value added ratio(DVAR)of export,and for provinces with more strict policy regulation and for much severely polluted industries,the negative effect is much severe.Further analysis finds that the establishment of pollution abatement target leads to"cleaning production"among firms.The"cost effect"arising from policies pushes firms to substitute more imported intermediate inputs for domestic inputs,which results in a decrease of firms'export DVAR.In addition,the environmental regulation has a heterogeneous effect on firm's export DVAR depending on the ownership,size of firms and strength of local government supervision.Foreign-invested enterprises,large-size enterprises and enterprises in provinces with a high level of government supervision are hit the hardest.
