摘要
党的二十大报告指出:“必须牢固树立和践行绿水青山就是金山银山的理念,站在人与自然和谐共生的高度谋划发展”。中国式现代化对黄河流域生态补偿机制提出了新的要求,要求构建一个以生态产品价值实现为主线,上下游利益共享、成本共担、东西互济、纵横交错的全流域生态补偿机制。构建科学生态产品价值核算体系,以生态补偿优先级明确各省排位,进而确定各省应获补偿金额;建立黄河流域排污权交易中心、碳排放权交易中心及水权交易中心,形成市场化生态产品价值实现机制;鼓励金融机构开发绿色金融产品,提高环境治理资金使用效率。
The Party's Report to the 20th CPC National Congress stressed:"We must firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets,and plan for development from the perspective of harmonious coexistence between human beings and nature".The China-style modernization advances the new requirements for the ecological compensation mechanism in the Yellow River Basin.It is required to construct a system that focuses on the realization of the value of ecological products,with benefit-sharing between upstream and downstream,with cost sharing,mutual aid between east and west,and crisscross.Construct a scientific accounting system for the value of ecological products,define the subject and object of horizontal compensation with the priority of ecological compensation,and determine the compensation amount of each province;Establish the water rights trading center,emissions trading center and carbon emissions trading center in the Yellow River Basin and form market-oriented ecological value realization mechanism;Encourage the financial institutions to develop green financial products and improve the efficiency of the use of funds for environmental governance.
