摘要
在全球产业分工格局进入深度调整期和加速重构期,以及国际产业竞争加剧的背景下,应加快建设现代化经济体系,着力提升产业链供应链韧性和安全水平,确保重要产业链供应链安全,筑牢国家安全防线。当前我国产业链发展在外面临欧美发达国家对高端领域的阻击、东南亚等后发经济体对低端领域的侵蚀、数字+绿色时代提速产业链迭代升级步伐等环境压力,在内存在支持产业跃升的现代制造业发展不充分、支撑产业竞争的关键核心技术主导力不强、支配产业生态韧性多元的经济双循环不畅等短板。诸多重大变局和“两线作战”的困境给中国产业安全保障带来难题,我国产业发展战略要遵循其中的市场规律、发展规律、竞争规律,探索具有更强创新力、更高附加值、更安全可靠的独特产业链成长模式,着力化解产业转型升级中的问题与风险。
Under the background that the global industrial division of labor pattern has entered a period of deep adjustment and accelerated restructuring,and international industrial competition has intensified,it is necessary to accelerate the construction of a modern economic system,focus on improving the resilience and security level of the industrial chain and supply chain,ensure the security of important industrial chain and supply chain,and build a solid national security defense line.At present,the development of China's industrial chain is facing the blockade of high-end fields by developed countries in Europe and the United States,the erosion of low-end fields by late-developing economies such as Southeast Asia,and environmental pressures such as accelerating the pace of iterative upgrading of the industrial chain in the digital+green era.There are obvious shortcomings in the insufficient development of modern manufacturing industry to support the leap of industry,the lack of dominance of key core technologies supporting industrial competition,and the poor economic dual circulation that dominates industrial ecological resilience and diversification.Many major changes and the difficulties of"two-line operations"have brought difficulties to China's industrial security.China's industrial development strategy should follow the law of market,development and competition,explore a unique industrial chain growth model with stronger innovation,higher added value,and greater safety and reliability,and strive to resolve problems and risks in industrial transformation and upgrading.
