摘要
在构建现代警务运行机制过程中,单一部门“单打独斗”已经难以满足日趋严峻的警务实战需求。一体化实战化的警务运行机制意蕴丰富,具有警务资源一体运作、科技助推一致行动、平时战时一键过渡的价值。整体性治理理论与此项改革高度契合,对分析改革的条件和路径有重要参考意义。为明确改革方向,纵向上梳理国家层面对此项改革的认识历程,横向上指出理念、机制和信息化建设层面亟需解决的困境。改革设想是“业务警种专业管理+数据平台一体建设+实战资源整体供给”,实现管理流、业务流、数据流和监督流的“四流合一”。
In the process of constructing the modern police operation mechanism, the "fighting alone" of a single department has been difficult to meet the increasingly severe police actual combat needs. The Integrated and practical police operation mechanism is rich in implications and has the value of integrated operation of police resources, concerted action boosted by science and technology, and one-click transition in peacetime and wartime. The theory of holistic governance is highly consistent with this reform and has important reference significance for analyzing the conditions and paths of reform. In order to clarify the direction of reform, this paper summarizes the understanding process of this reform at the national level vertically, and points out the dilemma that needs to be solved at the level of concept, mechanism and information construction horizontally. The idea of reform is "professional management of police category + integrated construction of data platform + overall supply of actual combat resources", to realize the "fourflow integration" of management flow, business flow, data flow and supervision flow.
