我国智慧城市建设的协调度评价及障碍因子诊断——基于15个副省级城市的数据 被引量:5

The Coupling and Coordination Level and Obstacle Factors of Smart City Construction in China:Based on the Data of 15 Sub Provincial Cities

摘要 文章构建“市民知识化—技术智能化—治理智慧化”耦合协调评价指标体系,采用耦合协调度模型和障碍度模型对我国15个副省级城市的耦合协调度及障碍因子进行探究。结果表明:15个副省级城市的整体耦合协调水平较低,各城市的子系统障碍因子不同;市民知识化耦合协调效果较差,其指标层障碍因子是市民知识文化水平和信息技术支付能力;技术智能化是影响整体耦合协调关系的重要因素,其指标层障碍因子是基础设施建设水平和技术安全水平;根据指标层障碍因子分布,15个智慧城市可分为治理—技术阻力型、治理—市民阻力型与市民阻力型3种类型。最后为我国智慧城市建设中提高城市市民、信息技术与城市治理耦合协调水平提出政策建议。 This study constructed a“knowledgeable citizen-intelligent technology-smart governance”coupling coordination evaluation index system.The coupling coordination model and obstacle degree model are used to evaluate the status quo of smart city construction in 15 sub provincial cities in China,and the obstacle factors are explored.The results show that the overall coupling coordination level of the 15 sub provincial cities is low,and the sub-system obstacle factors of each city are dif ferent;the ef fect of citizen coupling and coordination is poor,and the obstacle factors at the indicator level are citizens’education level and information technology payment ability;technology is an important factor af fecting the overall coupling coordination relationship,and the obstacle factors of its indicator level are infrastructure construction level and technical security level.According to the distribution pattern of obstacle factors at the indicator level,the 15 smart cities can be divided into three types:the type of governance-technology resistance,the type of governance-citizen resistance and the type of citizen resistance type.Finally,this paper puts forward policy recommendations for improving the coupling and coordination level of urban citizens,information technology and urban governance for smart cities in China.
