摘要
立足于高技术产业团体标准扩散全过程,考虑标准扩散的三个阶段即初期、中期和后期,围绕团体标准制定者与标准使用者间的竞合关系,基于经济学和生物种群理论,构建模型并分析了团体标准制定者在各个时期的最佳策略及其实现条件。研究表明:在团体标准扩散初期,标准制定者往往通过提高标准开放度吸引标准使用者;在团体标准扩散中期,标准制定者需针对标准开放度,对标准产品替代品和互补品市场进行综合考虑;在团体标准扩散后期,标准制定者需根据与标准使用者的竞争力对比情况,做出有关决策。此外,从政府政策角度,针对高技术产业团体标准扩散的国际化需求以及扩散阶段可能出现的垄断等不公平竞争情况,分别从标准开放与国际化、反垄断法规、创新激励政策和监管政策四个维度提出了政府对策建议。
"Cultivating and developing association standards"is an important content of deepening the reform of standardization in China.Considering the intertwined interests between the actors of standardization in the diffusion of association standards in high-tech industries,association standard makers must pay attention to the formulation and selection of the strategies on relationship between themselves and standard users in the multi-stages of the dynamic development of the standard proliferation.However,the current academic research on the spread of standards mainly focuses on the relevant factors affecting the standard diffusion in the process of standard-setting.Therefore,this study constructs models and analyzes the best strategies of the association standard setters in the stage of standard diffusion in the high-tech industry which are in order to achieve the effective proliferation of association standards and setters’profit goal,and puts forward government policy suggestions.It attempts to provide theoretical and practical reference for improving the competitiveness of China’s high-tech industry,promoting economic quality and efficiency,and the government’s formulation of relevant association standard policy system.Based on economics and biological population theory and from the perspective of the whole process of the association standard diffusion in the high-tech industry,and considering three stages of the standard diffusion,namely,the initial stage,the middle stage and the later stage,it constructs models around the competition and cooperation relationship between the association standard setters and the standard users,and analyzes association standard setters’best strategy in each period and its realizing condition.At the same time,from the point of view of government policy,focusing on the need of internationalization of the association standard diffusion within the high-tech industry and the possible unfair competition such as monopoly in the diffusion stage,this research puts forward government countermeasures and suggestions from four dimensions of standard opening and internationalization,antitrust regulations,innovation incentive policy and regulatory policy.The model analysis shows that in the early stage of the association standard diffusion,the standard makers often attract the standard users by improving the openness of standards;in the middle phase,according to the openness of standards,the standard makers need to comprehensively consider the market of substitutes and complements of products implemented with the standard;in the later stage,the standard makers are supposed to make relevant decisions in the light of the comparison with the standard users in terms of competitiveness.On the basis of the results of the model analysis,this research proposes government countermeasures and suggestions,including:actively promote the"going out"of the association standards in the high-tech industry,and provide policy support and incentive for the international market to understand and accept China’s association standards;the government should underline creating a fair market competition environment,promoting market technological innovation and strengthening supervision,and strive to improve the anti-monopoly laws and regulations,innovation incentive policies and supervision policy system.The traditional research on the diffusion within standardization often only focuses on the factors affecting the success of standardization in the single stage of standard spreading.However,the standard makers need to consider the dynamic development characteristics of the standard proliferation and adopt reasonable strategies to win and maintain the market position of the standard.Starting from the three stages of the standard diffusion,it systematically discusses the standard makers’strategy in each stage of the standard diffusion in the high-tech industry and then puts forward relevant policy advices for government.The future research directions are as follows:(1)Consider the process of formulating standards and then improve the research on stakeholders’behavior strategies of association standardization.(2)Taking into account the traits of the standard setters,the effectiveness of the analysis would be enhanced by adding more parameter settings.(3)Regarding the standard users may participate in the standard formulation or directly change into the standard setters,the design of the models will be altered and adjusted to enrich and supplement the conclusions of this research.
