摘要
大数据被认为是信息社会发展的产物,也是大数据时代的核心资产。大数据红利与之相伴而来,学界广泛认为它是基于现代技术、大数据创新应用所产生的超越数据价值本身的广泛正向效益。它的包容性、效率性和创新性无不展现它的魅力所在。与此同时,政府、市场和社会对数字技术、“非数据配套机制”以及创新创造三大方面的建设也对大数据红利的形成产生重要影响,社会的发展迫切需要治理主体共享大数据红利,实现多中心治理。
Big data is regarded as the product of the development of information society and the core asset in the era of big data.Big data dividend comes with it,and it is widely believed in academic circles that it is a broad positive benefit based on modern technology and innovative application of big data,which surpasses the value of data itself.Its inclusiveness,efficiency and innovation all show its charm.At the same time,the construction of digital technology,"non-data supporting mechanism"and innovation by government,market and society also has an important impact on the formation of big data dividend.The development of society urgently needs governance subjects to share big data dividend and realize multi-center governance.
