摘要
太湖流域是我国长三角地区一个重要的自然环境—社会经济复合型巨系统,太湖水环境治理是一项社会型复杂环境系统工程,是落实我国生态文明建设的重大战略部署。本文全景式展现了自20世纪90年代起太湖流域环境治理工程系统思维演进的生动画卷;总结和提炼了太湖环境治理从“治污”、“治水”到“共治”、“共生”的系统理念升华以及从“物理型”、“单体型”治理向着“社会型”、“经济型”、“法治型”、“生态型”、“和谐型”的协同路径拓展。本文还在太湖环境治理工程时代性进步基础上,进一步反思了当前太湖治理工程面临的各种复杂性挑战,并基于“人与自然和谐共生”的复杂整体性思维,分析和提出了基于复杂系统思维范式转移开展太湖治理变革的必要性和重要性,并归纳凝练了新形势下太湖治理变革的组织、市场化机制、数智赋能等重点。
The Taihu Lake Basin is an important natural environment-socio-economic complex mega-system in the Yangtze River Del-ta region of China.The environmental governance project of Taihu Lake is a social and complex environmental system engineering,whichis the implementation of major strategic deployment of China’s ecological civilization engineering.This paper presents a panoramic pictureof the evolution of the system thinking of environmental governance project in Taihu Lake basin since the 1990s.We summarize and refinethe sublimation of the system concept of environmental governance of Taihu Lake from"treating pollution"and"treating water"to"co-management"and"coexistence"and the expansion of the synergistic path from"physical"and"monolithic"governance to"social","eco-nomic","rule of law","ecological"and"harmonious".Moreover,the complexity challenges of current environmental governance of TaihuLake are proposed.Based on the complex holistic thinking of"harmony between human and nature",we analyze the necessity and impor-tance of the change of Taihu Lake governance based on the paradigm shift of complex system thinking.Finally,the key points of reforma-tion of Taihu Lake governance under the new situation are drawn,including organization,market-oriented mechanism and digital intelli-gence empowerment.
