摘要
复杂产品系统追赶难度高且生命周期长,给后发经济体企业构成重大挑战。不同于大多数复杂产品系统面临的本地制度型市场环境(如高铁、大飞机等),海洋工程装备具有全球竞争性、市场强周期性和需求离散等特征,现有技术追赶理论的参考价值有限。为此,本文探讨了中集海工如何从国际并购起步,从依赖国外设计和核心设备进口到实现核心技术突破与市场领先的快速追赶过程。研究发现,中集通过跨国并购高起点进入海工装备市场,采取“自主可控、开放协同、共生共演”的新型追赶模式,先通过市场牵引的资源协同快速集聚复杂产品建造所需的全球创新资源,成功交付我国首批深水钻井平台,获得国际客户认可;继而通过平台支撑的流程协同构建研发设计+工程总承包能力体系,自主掌握总体设计集成关键核心技术;再通过价值引领的战略协同突破关键核心子系统技术,带动国产装备水平提升,形成具有国际竞争力的产业生态,实现较快追赶。本研究对于后发企业打破低端锁定、提升复杂产品系统自主创新能力提供有益启示。
Catching up in Complex Product Systems(CoPS)is extremely difficult along with the long life cycle.Different from the po-liticized markets existing in many Co PS sectors(e.g.,high-speed railway,truck aircraft),the offshore engineering equipment industry is acompetitive market featured by strong cyclicality and discrete demand,thus limiting the explanatory power of existing catch-up theory.This study highlights the catch-up process of CIMC Offshore,which initially depended on foreign technologies of design and core equip-ment and then successfully made breakthroughs in core technologies in a short time.It finds that CIMC Offshore entered into the marketby cross-border acquisition and adopted a new catch-up model of"indigenous innovation,open synergy,symbiotic co-evolution".Firstly,through the market-driven resource synergy,it quickly mobilized global innovation resources required for manufacturing CoPS,and deliv-ered the first batch of deep-water drilling rigs that were recognized by international customers;Then,through the platform-based processsynergy,it accumulated R&D design,engineering,procurement,and construction capabilities,mastering system integration technology indig-enously;Lastly,the firm adopted the value-leading strategy synergy to break through the core subsystem technology,drive the developmentof domestic equipment,and form an internationally competitive sectoral system,achieving fast catch-up.These findings provide insights in-to how to break through the low-locked position and realize self-reliance and self-improvement in the CoPS sectors.
