摘要
澳门地区特殊的历史背景造就了其独特的教材制度建设之路,根据教材政策的阶段性特征,澳门地区中小学教材制度的演进历程可概况为放任期的“自由制”、过渡期的“校本管理”、回归初期的“有限认定”和规范发展期的“制度初建”四个阶段。中国澳门回归20多年来,教材建设取得了令人瞩目的成就:开发了多套优质本地化系列教材;确立了一纲多本、统分结合的教材编写体制;开展了教师研习计划及教材培训;完善了爱国主义教材体系。历经多年实践,在教材制度建设中,澳门地区积累了宝贵的经验:坚持行政主导,统筹推动本地教材开发;依托内地教材建设资源,协同推进教材出版;健全教材管理制度,提升教材建设的规范化水平;注重多元主体参与,构建教材管理的互动机制。
Macao’s special historical background makes its textbook system unique.The evolution process of the system in primary and secondary schools can be summarized as free system during laissezfaire period,school-based management during transitional period,limited recognition in the early stage of return and initial establishment during standardized development period.Since its return 20 years ago,Macao has witnessed remarkable achievements:developing a number of sets of high-quality localized textbooks,establishing the textbook compilation mode of one syllabus with multiple textbooks and combination of centralization and decentralization,organizing teacher training program and textbook training,and perfecting textbook system of patriotism.After years of practice,experiences have been accumulated:adhering to administrative leadership and developing local textbook,relying on the resources in the Mainland,China to promote the publication of textbook,improving textbook management system and the standardization level of textbook construction,and paying attention to the participation of multiple subjects and constructing the interactive mechanism of textbook management.
