摘要
城乡发展差距是中国实现共同富裕目标的阻碍之一。如何以县城为重要载体提高城乡融合水平、推动新型城镇化建设、实现共同富裕目标,已经成为政策与学术领域的重要课题。在此背景下,从共同富裕视域审视县城新型城镇化的叙事逻辑、主要挑战与推进理路,能够带来深刻的政策启迪和理论创新。文本通过文献回顾与数据分析发现,县城在跳跃波动的城镇化历史中始终保持稳定态。从理论层面看,县城城镇化水平提升能够缩小城乡差异;从现实层面看,县城城镇化是中国促进城乡融合发展的重要政策导向。共同富裕视域下,中国县城新型城镇化进程仍然面临挑战,主要包括:城乡收入和基本公共服务差距导致经济发展不平衡,“乡村病”、“城市病”、“县城病”并存,农民工群体持续分摊不完全城镇化的社会经济成本,大城市户籍制度与农村产权经济制度对城镇化的质量升级产生阻滞,等等。未来,通过县城城镇化实现共同富裕目标,仍需围绕县城功能定位构建城乡融合机制,推动多种类型、异质样态的县城繁荣发展,盘活县域资产,增强县城产业支撑与就业吸纳能力,不断优化县城公共服务能力,提高其公共服务均等化水平和“带乡”效应,使县城真正成为促进城乡融合、缩小城乡差距、实现共同富裕的关键点。
The urban-rural development gap is one of the major obstacles to the realization of the common prosperity in China,and it has become an important issue to resolve in our efforts to improve the level of urban-rural integration,promote the new urbanization with a focus on county towns and realize the goal of common prosperity.In this context,examining the narrative logic and major challenges of the new urbanization,and approaches to its realization from the perspective of common prosperity can bring about profound policy inspiration and theoretical innovation.The literature review and data analysis reveal that counties have maintained a steady state throughout the history of fluctuating urbanization,and theoretically,the urbanization level of counties can reduce urban-rural differences.At a practical level county urbanization is also an important policy direction for China to promote co-development.However,in the context of common prosperity,the new urbanization process in China’s counties still faces challenges,including the uneven economic development due to the urban-rural income gap and the different basic public service each receives,the“county diseases”having both rural and urban problems,and the continued burden of the socio-economic costs of incomplete urbanization on the migrant worker group.In the future,to achieve the goal of common prosperity,it is necessary to build urban-rural integration mechanisms around the functional positioning of county towns,promote the development of various and heterogeneous types of county towns,enhance their industrial support and employment capacity,optimize their public service capacity.The county towns will become the key nodes to promote urban-rural integration,narrow the gap between urban and rural areas and achieve common prosperity.
