Common Prosperity in the Socialism with Chinese Characteristics for a New Era:Essential Features,Predicaments,Mechanisms for and Approaches to its Realization

摘要新时代共同富裕既不是简单套用马克思主义经典作家关于共同富裕设想的模板,也不是拓印西方资本主义“畸形富裕”的翻版,更不是复刻“均贫富”思想的再版,而是将马克思主义基本原理与新时代中国具体实际相结合的创新版,具有全体与全面相统一、效率与公平相统一、共建与共享相统一、尽力与量力相统一的鲜明特征。在推进新时代共同富裕的实践进程中,主要面临发展困境、分配困境、公共产品供给困境等三大现实困境。从理论的实现机制看,要充分运用基于效率原则的财富生产机制、基于公平原则的财富分配机制、基于道德原则的财富分享机制破解上述困境。从实践的推进路径看,要积极健全体制机制,以有效市场推进高质量发展,做大“蛋糕”;完善分配体系,以有为政府推进社会公平正义,分好“蛋糕”;鼓励公益慈善,以有爱社会推进公共产品供给,分享“蛋糕”;激发精神动力,以有志个人推动共创富裕格局。 Common prosperity in the New Era is not the blueprint proposed by the Marxist classical authors,or a version of the malformed rich condition in the western capitalist countries,or simply another idea of equalitarianism.Instead,it is an innovation by applying the basic principles of Marxism to Socialism with Chinese Characteristic for a New Era.It is characterized by the unifications of the whole people with comprehensive development,of efficiency with fairness,and it encourages people to make contributions and share the prosperity.However,there are barriers to overcome in the process of pursuing common prosperity,including barriers that hinder development,the distribution of wealth,and the supply of public goods.To resolve these difficulties,a number of mechanisms must be established,that is,wealth production mechanism based on efficiency principle,wealth distribution mechanism based on fairness,and wealth sharing mechanism based on morality.Practical measures to take include to push for high quality development with efficient markets,to promotive fairness and justice with a sound wealth distribution system,to provide adequate supply of public goods by encouraging the development of charity and public service,and to motivate people to contribute to the goals of common prosperity.
