摘要
高铁安全事故本质上是由于安全文化不良或缺失所致,因此加强高铁安全文化教育建设意义重大。高铁安全的社会属性需要凝聚社会大众参与高铁安全文化教育建设,这是提升全社会整体高铁安全保障水平的根本策略。高铁安全文化的组成结构复杂,但高铁安全价值观是其最具有决定性和最本质的核心。因此提出了弘扬生命至上、安全第一(原则),预防为主、协同共治(策略),兴路强安、平安万家(目标)的高铁安全核心价值观,引领高铁安全治理和高铁安全文化教育建设。坚持以先进的高铁安全文化为引领,提出了加强社会大众参与高铁安全文化教育建设的思路与路径,以此提高社会大众的高铁安全意识,防范危害高铁安全的行为。
High-speed railway safety accidents are essentially caused by poor or lack of safety culture, so it is of great significance to strengthen the construction of high-speed railway safety culture education. The social attribute of high-speed railway safety needs to gather the public to participate in the education construction of high-speed railway safety culture, which is the fundamental strategy to improve the overall level of high-speed railway safety in the whole society. The composition of high-speed railway safety culture is complex, but the most essential and decisive core is the value of high-speed railway safety. Therefore, the core values of high-speed railway safety are proposed to promote life first,safety first(principle), prevention first, cooperation and joint treatment(strategy), and build road safety and secure millions of people(goal), leading high-speed railway safety governance and education construction of highspeed railway safety culture.Guided by the advanced safety culture of high-speed railway, This paper puts forward the ideas and paths to strengthen public participation in the education construction of high-speed railway safety culture, so as to raise the public’s safety awareness of high-speed railway and prevent the behaviors that endanger railway safety.
