摘要
就业是最基本的民生,大学生是就业的重点群体,实现大学生高质量充分就业成为我国新发展阶段的重要战略目标。文章首先对高质量充分就业的内涵归纳提炼为“一个目标、两个关键、八个着力点”,即以“实现高质量充分就业”为目标,把握“好就业”和“就好业”两个关键,抓住“稳就业、通渠道、缓矛盾、促信心、增收入、提素质、优条件、保权益”八个着力点。接着以装备制造行业为例,从就业渠道、人岗供需、就业质量探讨实现高质量充分就业面临的三大现实挑战。最后,基于政府、高校、企业、教师与学生多元协同培养机制提出构建新型就业生态系统,改革高校人才培养模式,实施企业人力资源战略规划以及完善大学生就业保障制度等对策建议,为助推实现大学生高质量充分就业提供决策参考。
Employment lies at the core of people's livelihood,and among those who participate in the workforce,college graduates constitute an essential group,and hence achieving high-quality full employment for the college graduates has become an important strategic goal in the new stage of China's development.This paper firstly summarizes the connotation of high-quality full employment as"one goal,two critical points and eight focus areas",which specifically refers to achieving the goal of high-quality full employment,grasping the two critical points of"finding jobs easily"and"finding good jobs",and make efforts in eight focus areas of stabilizing employment,opening up employment channels,easing conflicts,enhancing confidence,increasing income,improving education quality,improving facilities,and protecting students'rights and interests.Then taking the equipment manufacturing industry as an example,this paper discusses the actual challenges faced by college graduates in achieving high quality full employment from three aspects,including employment channels,the supply and demand of graduates and jobs,and employment quality.Finally,based on the framework of student development with the participation of government,universities,enterprises,teachers,and students themselves,a range of suggestions are proposed,including building a new employment ecosystem,reforming the mode of fostering educational excellence in colleges and universities,implementing strategic planning to meet the talent needs of enterprises,and improving the job guarantee system of college graduates.These suggestions provide a reference for the formulation of policies to achieve high-quality full employment for the college graduates.
