摘要
区域创新是我国建设高水平开放式区域协同体系的重要一环,而厘清区域创新系统脆弱性的相关原理是探索区域创新高质量发展路径的前提。结合脆弱性和嵌入性理论,对区域创新系统脆弱性的概念、特征、类型和关联因素等展开分析,并在PSR模型框架下阐释累积式脆弱性和冲击式脆弱性的成因和驱动机理。研究发现:两类区域创新系统脆弱性均遵循“受压致脆→脆弱状态→响应恢复”的闭环过程,但系统运作机理差异较大。最后,针对两类区域创新系统脆弱性提出了应对策略,以期为区域创新系统长期稳定发展提供借鉴。
Regional innovation is a necessary component of the national innovation system,and an important support for driving high-quality economic growth and solving the current prominent development contradictions.Continuing to promote regional innovation,the state has achieved overall regional scientific and technological progress through the construction of five major science and technology innovation centers,and actively built key urban clusters,and regional innovation has begun to take shape.However,the overall"many but not strong"regional innovation development,the prominent"Matthew effect"between individuals,and the"Olsen dilemma"of innovation subjects still hinder the high-quality development of the regional innovation system and need to be filled urgently.Since the regional innovation system is a complex system embedded in multiple socio-geographical units in the internal operating structure of the system,the stability and effectiveness of the system are closely related to the regional politics,culture and society in which it is located,and the system continues to evolve dynamically to a high level in time and space,and the negative effect of the system affected by internal and external disturbance factors will gradually increase,so it is necessary to pay close attention to the vulnerability of the system.From the perspective of the vulnerability occurrence process,the vulnerability of the regional innovation system is divided into two categories:cumulative vulnerability and shock vulnerability,and the vulnerability driving mechanism of the regional innovation system is comprehensively analyzed from three levels based on the PSR model:trace ability of internal and external disturbance factors,sensitivity state loss assessment,and measurement of system self-response effect.The pressure and state layers in the model are organizational embedding factors that come from within the system and act directly on the regional innovation system itself,while the response layer affects the efficiency of the system mainly indirectly through fluctuations in external environmental factors.Further analysis of the causes and driving mechanisms of the two types of vulnerabilities shows that the occurrence of cumulative vulnerability is due to the process of gradual accumulation of negative pressure due to the influence of nonsensitive factors such as insufficient investment in innovation funds,shortage of innovative talent supply,weak regional innovation correlation and low efficiency of transformation of innovation achievements brought by economic,social,resource and environmental subsystems,and then actively repairing the response mechanism.Shock vulnerability is caused by market,natural,technological risks and the impact of major public safety events on system,resulting in the collapse of the system and the cessation of innovative activities.Such a vulnerability can hardly be restored by its self-healing capabilities,so it needs to be repaired with the assistance of external forces.In order to improve the vulnerability control effect of regional innovation systems,two types of vulnerability dialectical treatment are needed.As for the cumulative vulnerability,we should reduce the pressure on regional innovation systems by ensuring innovation momentum,building a service and ecological industry chain,and pursuing long-term development mechanisms of regional innovation systems.For the shocking vulnerability,it is necessary to strengthen the early warning mechanisms,avoid risk shocks,and improve emergency response capabilities.
