摘要
新冠肺炎疫情席卷全球,给全世界造成巨大的生命健康威胁和社会经济损失,也暴露出我国公共卫生体系建设中存在的一些问题,对政府部门健全公共卫生体系提出了更高的要求。结合中国社会科学院“包容性绿色发展”课题组对西北地区公共卫生体系的调查数据,分析西北地区公共卫生体系现状,结果显示公众对所在地区幸福感、当地医疗水平、自己工作总体满意度以及当地经济未来发展预期均低于全国平均水平,但对地区环境满意度、医疗工作人员廉洁自律认可度较高,均高于全国平均水平。根据调研数据并结合地区特征,从抓基层、抓防控、抓服务、抓创新四个方面提出优化西北地区包容性公共卫生体系的意见和建议,为更好地优化西北乃至全国包容性公共卫生体系提供参考。
The COVID-19 pandemic has swept the globe, causing huge life and health threats and socio-economic losses around the world. It also exposes some problems in the construction of the public health system of China, and puts forward higher requirements for government departments to improve the public health system. Based on the survey data of the northwest public health system by the follow-up “Inclusive Green Development Survey” Project Team of the Chinese Academy of Social Sciences, the current situation of the Northwest public health system is analyzed. The results show that the public sense of happiness in the region, the level of local medical care, the overall satisfaction with their own work and the expectation of the future development of the local economy are lower than those of the national average, but the satisfaction with the regional environment and the recognition of the integrity and self-discipline of medical staff are higher than those of the national average. According to the survey data and regional characteristics, the suggestions and recommendations on optimizing inclusive public health system in Northwest China are put forward from four aspects, namely, focusing on grassroots, prevention and control, service, and innovation, so as to provide reference for building an inclusive public health system in Northwest China and even the whole country.
