摘要
在国家治理体系和治理能力现代化的要求下,党的政策和党内法规并非与现代治理的法治化要求相违背,相反两者是国家治理体系的重要组成部分。党的政策的宏观性、灵活性引领国家治理的现代化,更是在依法治国的要求下,与法律保持一致,从不同维度参与国家治理。党内法规的纪律性、法律性通过作用于党的治理,科学地、有效地参与国家治理。无论是党的政策还是党内法规,都与国家法律保持着紧密的联系,在法治治理逻辑下协同作用于国家治理的现代化进程中。
Under the requirements of the modernization of the national governance system and capacity, the party’s policies and intra-party regulations accord with the requirements of modern governance legalization. Both of them are an important part of the national governance system. The macroscopic and flexible nature of the party’s policies leads the modernization of national governance, and under the requirements of national governing by law, the party’s policies are consistent with the law, contributing to national governance from distinct dimensions. The discipline and legality of intra-party regulations act on the party governance, scientifically and effectively working for national governance. The party’s policies and intra-party regulations maintain a close relationship with national laws, and act synergistically on the national governance modernization process under the logic of legal governance.
