基于双层嵌套SDA的中国减污降碳驱动因素研究 被引量:35

摘要 减污降碳协同增效是打好防污攻坚战的关键途径和重要抓手,然而促使以PM_(2.5)和CO_(2)为代表的空气污染物和温室气体协同减排的驱动因素还尚未得到定量评估.本研究通过将中国省际多区域投入产出模型与全球多区域投入产出模型相嵌套,从整体、最终需求、地区和部门等视角对各驱动因素的减污降碳贡献度和协同效应进行核算.结果表明,生产结构在不同层面均表现出减污降碳正向协同效应,其中国内消费需求的协同度最大,而其他驱动因素在不同视角的协同效应具有异质性.最终需求视角下,排放强度和最终需求结构对国际出口隐含的PM_(2.5)和CO_(2)协同减排效果显著;部门视角下,消费结构对电力、热力生产和供应业的减排协同效应最强;地区视角下,山东、北京和福建等地的排放强度、能源强度和过程效率具有减污降碳正向协同效应.因此,助力打赢污染防治攻坚战,不仅需要大力发挥生产结构等协同型因素在多层面的减排作用,还要因地制宜,充分挖掘其他非协同因素的减排潜力. Though the synergistic reduction of pollution and carbon is the key to fight against China’s growing air pollution and carbon emissions,the socio-economic and geographical mechanism behind the synergy is still lacked of sufficient research.This study measures the contributions of critical drivers to the synergistic effect from different perspectives(overall,final demand,regional and sectoral,etc.)by nesting the Chinese inter-provincial multi-regional input-output model with the global multi-regional input-output model.The regional differences have been identified thereafter.The results show that the production structure exhibits positive synergistic effects of pollution and carbon reduction from all perspective during the study period,especially from the perspective of domestic consumption demand,while the synergistic effects of other drivers are heterogeneous across perspectives.From the perspective of final demand,emission intensity and final demand structure are the top 2 factors for synergy reduction of PM_(2.5)and CO_(2)that embodied in international exports.From the sectoral perspective,the consumption structure has the strongest synergistic effect on carbon emissions reductions in the production and supply of electricity and heat power industry.From the regional perspective,Shandong,Beijing and Fujian have positive synergistic effects on emission intensity,energy intensity and process efficiency for air pollution reduction and carbon emissions reduction.Therefore,to achieve substantial reduction of air pollution and carbon emissions,attentions should be given to both critical factors that lead to synergy and other indirect factors in the future.
