摘要
当前,随着我国经济的不断发展,居民消费日渐成为我国碳排放的主要来源之一。由于塑料制品在生产和处理过程中会产生大量的碳排放,因此,减少居民消费过程中塑料袋的使用,是我国实现“双碳”目标的重要发力点之一。基于态度—行为—情景(Attitude-Behavior-Con⁃text)理论,采用问卷调研方法,分析环境关注、环境心理控制源、限塑政策知晓度等因素对居民在购物过程中实行不同成本减塑行为的影响及其作用机制可发现,环境关注和环境心理控制源对低成本减塑行为(手拿物品无袋购物、节约使用手撕袋)具有显著作用,政策知晓度对该类行为没有显著影响;而以上因素对高成本减塑行为(携带环保袋)的作用方式刚好相反,只有政策知晓度具有显著作用,环境关注和环境心理控制源对高成本减塑行为没有显著影响。这验证了环境关注与环保行为之间的“低成本假设”,即环境关注对环保行为的作用会随行为成本的增加而降低。因此,对环保行为的研究不能一概而论,需要依据行为成本进行差异化分析,从而提出更有针对性的低碳管理建议,为我国实现“双碳”目标助力。
At present,the carbon emissions generated by residents’consumption in China have exceeded the industrial production sector,and become the main reason for the rise of carbon emissions.Because plastic products will produce a large amount of carbon emissions in the production and treatment process,reducing the use of plastic bags in the process of household consumption is one of the important driving forces for China to achieve the carbon peaking and carbon neutrality goals.Based on the Attitude-Behavior-Context(ABC)theory,via an online survey,this research analyzes how environmental concern,environmental locus of control,and awareness of plastic restriction policies affect residents’plastic reduction behaviors at different costs.The results of the study show that environmental concern and environmental locus of control significantly affect low-cost plastic reduction behaviors(hand-carrying and saving inner packaging bags),and policy awareness has no significant impact on this type of behavior,while the above factors impact highcost plastic reduction behaviors(e.g.,carrying reusable bags)in an opposite way.Specifically,only policy awareness has a significant effect;environmental concern and environmental locus of control have no significant effect on highcost plastic reduction behavior.This study verified the low-cost hypothesis about the relationship between environmental concern and environmental behavior—that is,the effect of environmental concern on pro-environmental behaviors will decrease when behavioral cost increases.In this view,it is necessary to conduct differentiated analysis based on behavioral costs,and research results on pro-environmental behavior cannot be“onesize-fits-all”without considering behavioral costs.Suggestions and managerial insights are proposed to help achieve the carbon peaking and carbon neutrality goals in China.
