摘要
以国内大循环为主体的新发展格局下,探讨国内价值链生产分工网络与省域—行业间碳排放强度差距的关系是决定“双碳”目标如期实现的关键环节。本文利用中国区域间投入产出表,从国内价值链的垂直分工和水平分工路径考察发现:垂直分工呈现缩小省域—行业间碳排放强度差距的“碳协同”效应,而水平分工则呈现拉大省域—行业间碳排放强度差距的“碳沉淀”效应,这两种相反力量相互强化,其中垂直分工起主导,使国内价值链生产分工网络对省域—行业间碳排放强度差距总体上具有缩小作用。异质性检验表明,跨区域间价值链有利于强化垂直分工“碳协同”效应的主导作用,但会加剧水平分工作用的区域分化;行业内的价值链会抑制垂直分工的“碳协同”效应,而跨行业间价值链可以最大化垂直分工的主导作用,并显著改善高碳行业水平分工的“碳沉淀”效应。
Under the new development pattern of domestic large circulation,exploring the relationship between the domestic value chain production division of labor network and the province-industry carbon emission intensity gap is a key link in determining the timely achievement of the‘carbon peak and carbon neutrality’target.In this paper,using the inter-regional input-output table of China,we examine the vertical and horizontal division of labor in domestic value chains and find that the vertical division of labor presents a‘carbon synergy’effect of narrowing the province-industry carbon intensity gap,while the horizontal division of labor,on the other hand,presents a‘carbon sink’effect that widens the gap between provinces and industries in terms of carbon emission intensity.These two opposing forces reinforce each other,with the vertical division of labor taking the lead,so that the domestic value chain production division of labor network has an overall effect of reducing the gap between provinces and industries in terms of carbon emission intensity.Heterogeneity tests show that inter-regional value chains are conducive to strengthening the dominant role of the‘carbon synergy’effect of vertical division of labor,but intensify the regional differentiation of the horizontal division of labor;intra-industry value chains suppress the‘carbon synergy’effect of vertical division of labor,while inter-industry value chains can maximize the dominant role of vertical division of labor and significantly improve the‘carbon sink’effect of horizontal division of labor in high-carbon industries.
