摘要
在全球数字化转型的背景下,建设数字政府、推动政府数字化转型成为各国政府战略规划的重点。自2001年开始,联合国连续10余次发布的《联合国电子政务调查报告》,已成为全球电子政务发展水平最权威的评价,其电子政务发展指数中的通信基础设施指数、人力资本指数和在线服务指数等,对各国电子政务发展和数字政府建设具有重要的实践意义。依据电子政务发展指数的分析,结合中国数字政府建设的实践,研究认为,当前中国数字政府建设应从技术驱动、人才赋能与需求导向等三个关键维度来加以推进,具体在于:把握“新基建”机遇,促进城乡新基建及技术应用;持续提升人力资本,加强数字人才战略储备;坚持需求导向,持续创新服务模式。
In the context of global digital transformation,building digital government and promoting government digital transformation have become the focus of national governments’strategic planning.Since 2001,the United Nations E-government Survey Report,which has been released for more than 10 consecutive times by the United Nations,has become the most authoritative evaluation of the global E-government development level,and its communication infrastructure index,human capital index and online service index in the e-government development index have important practical significance for the development of e-government and digital government construction in various countries.Based on the analysis of the e-government development index and the practice of China’s digital government construction,the study believes that the current digital government construction in China should be promoted and evaluated from three key dimensions:technology-driven,talentempowered and demand-oriented,specifically:focusing on grasping the opportunities of“new infrastructure”and promoting new urban and rural infrastructure and technology application;Continue to improve human capital and strengthen the strategic reserve of digital talents;Adhere to demand orientation and continue to innovate service models.
