摘要
减负政策执行受阻导致基础教育减负成效不佳,教育的社会流动功能是阻碍减负政策执行的隐性力量。学生学业负担过重不能完全归因于教育本身,其有着复杂的社会渊源。教育资本化趋向、生存性资源紧缺和教育资源配置不均是阻碍减负政策执行的社会根源,教育系统中各行政层级的不同利益、选拔性升学制度的默许和工具理性的僭越使得减负政策执行受阻。社会中优质职业对学生的高文凭要求,形成社会对教育的“反作用力”,并从社会转移到教育之中。要想促进基础教育减负政策的落实,应遵循从社会到教育的治理路径。明确教育公平属性,划定教育类资本盈利范围;拓宽阶层流动渠道,缩小职业间收入差距;构建新型职业教育升学体系,完善“双轨制”升学机制。
The social mobility function of education is the hidden force that hinders the implementation of burden reduction policy.The obstruction of burden reduction policy implementation leads to poor burden reduction effect of basic education.The excessive academic burden of students is not entirely in education itself,but has complex historical and cultural origins.The trend of education capitalization,the shortage of survival resources and the uneven allocation of educational resources are the social foundations that hinder the implementation of burden reduction policies.The different interests of different administrative levels in the education system,the acquiescence of selective enrollment system and the arrogation of instrumental rationality hinder the implementation of burden reduction policy.High-quality occupations in society require high diplomas for students,forming the“reaction force”of society to education,and transferring from society to education.In order to promote the implementation of basic education burden reduction policy,we should follow the governance path from society to education,such as to clarify the attribute of educational equity and delimiting the profit range of educational capital;to broaden class mobility channels and narrow the income gap between occupations;to construct the vocational education enrollment system and improve the“double track”enrollment mechanism.
