摘要
我国正处在高质量发展转型的关键期和攻坚期,制定高质量住房发展策略成为当下激发城市活力、增强城市承载力、提升城市竞争力的重要支点。伴随着人口数量和结构的变化,我国的住房供需矛盾已逐步从总量短缺转向结构性供给不足,对住房体系构建、空间分布等提出了更高的要求。本文试图深入剖析伦敦的住房发展经验,在系统梳理伦敦住房政策演进历程的基础上,从政策导向、技术方法、实施管理等方面分析伦敦住房规划的编制方法与要点,以期为新时期我国住房高质量发展提供经验借鉴。
China is in a critical period of high-quality development and transformation.Formulating high-quality housing development strategies has become an important fulcrum to stimulate urban vitality,and enhance urban carrying capacity and competitiveness.With the change of population size and structure,China’s housing contradiction has gradually shifted from total shortage to structural supply shortage which puts forward higher requirements for the construction of housing system and spatial distribution of housing.This paper attempts to deeply analyze the experience of housing development in London.On the basis of systematically combing the evolution of housing policy in London,this paper analyzes the main points of housing planning in London in terms of policy orientation,technical methods,implementation management,etc.,in order to provide valuable reference for China’s high-quality housing development in the new era.
