摘要
拜登政府上台后一定程度上暂停了特朗普政府时期在经贸领域对华的一些错误做法,但是拜登政府并没有从根本上扭转中美之间持续恶化的关系,甚至以国家安全等为由加大对中国相关产业、特别是高科技产业打压的力度。与此同时,拜登政府也通过各种方式加强与盟友、伙伴和国际组织的关系,意图借助它们的力量来围堵和遏制中国。相较于特朗普政府时期在中美经贸领域“掀桌子”的策略,拜登政府的做法更像是“离开桌子”另起炉灶。应对拜登政府的对华经贸政策,中国需要保持战略定力,推进自主开放,坚决与不公正、歧视性做法作斗争,同时,在坚持原则的前提下进行灵活务实的合作。
The Biden Administration has suspended some of the missteps made against China in the economic and trade sectors taken by the Trump Administration in many aspects. However, the relationship between the two countries remains strained. The Biden Administration reinforces its actions against China based on national security concerns, especially in the technology sector. Meanwhile, the Biden Administration cooperates with its allies and partners to contain China in the international field. Compared with the Trump Administration’s intensified actions as “lift the table”, the approach taken by the Biden Administration tends to “leave the table” to create more areas where the U.S. can maintain its competitive edge. In response to the Biden Administration’s trade policy to China, China needs to maintain strategic focus and needs to open up and expand our circle of friends. In the meantime, China should resolutely fight against unjust and discriminatory practices of the U.S., while carrying out flexible and pragmatic cooperation with the U.S. on the premise of upholding principles at the same time.
