摘要
促进共同富裕,最艰巨最繁重的任务仍然在农村。现代农业通过优化要素配置、提高农业效率效益、促进产业融合等方式,已经成为乡村生产力提升的重要路径,是实现农民农村共同富裕的有效手段。然而,我国小规模、分散化的农业经营模式和现代农业发展要求相距甚远,需要借助组织力量带动小农户衔接现代农业发展。新时期,农民合作社平台利用要素整合、产品创新、价值实现的平台功能促进小农共富,通过能人示范效应、多主体联合创新的农产品价值共创效应、多路径开拓市场的渠道效应和小农户参与分配的财富效应实现小农共富。在这个过程中,农民合作社平台有效促进小农户与现代农业有机衔接,获得收入增长的同时推进乡村精神文明建设,带领小农户迈向共同富裕。为此,政府应大力扶持农民合作社平台建设,完善农民合作社平台功能体系,不断提高小农户现代化发展能力;创造良好的创业创新氛围,鼓励农民合作社平台各参与主体联合创新,提升农业附加值,改变传统农业的“弱质性”;推进小农户参与合作社收入分配体制机制创新,确保小农户参与合作社的现代农业发展能够得到合理的收入。
Modern agricultural optimization of elements,raising efficiency and promoting industrial integration have become an effective measure to realize farmers common prosperity.However,China s current small-scale scattered running of farms is far from the requirements of modern agriculture.So we need to organize the small farmers to dock with modern agriculture.In the new era,the platform of farmer cooperatives,via such functions as element integration,product innovation and value realization,realizes the common prosperity of small farmers by increasing their trust in the cooperatives by means of exemplifying,by joint creation of values for agricultural products,by increasing the market and by wealth redistribution on the part of small farmers.In the process,the cooperatives helped small farmers dock with modern agriculture,and lead small farmers to common prosperity.Therefore,we should increase support for the construction of farmer cooperative platform,perfect their functional system,and raise small farmers modernized development capability.We should create a good environment to encourage the cooperatives to participate in joint innovation,and uproot the“weakness”of traditional agriculture.We should promote small farmers participation in the innovation of distribution system,assuring that their joining the cooperatives will have due returns.
