摘要
大型灌区现代化改造是现代农业、经济社会发展、保障国家粮食安全和农产品有效供给的有力支撑。随着人口城镇化、经济快速发展,大型灌区的工程设施和管理状况难以满足现代农业需求,提出了大型灌区骨干工程改造提升、智慧灌区建设、运行管理体制机制改革、水生态系统保护与修复、水资源精准调配等技术措施。
Modernization of large-scale irrigation areas is a strong support for modern agriculture, economic and social development, ensuring national food security and effective supply of agricultural products. With the rapid development of population urbanization and economy, the engineering facilities and management conditions of large irrigation areas are difficult to meet the needs of modern agriculture. In this paper, technical measures such as transformation and promotion of backbone projects in large-scale irrigation areas, construction of intelligent irrigation areas, reform of operation and management system and mechanism, protection and restoration of water ecosystem, and precise allocation of water resources are proposed.
