摘要
“十四五”是我国向基本实现社会主义现代化进军的重要时期,是我国工业经济逐渐转型为数字经济的关键阶段,“十四五”规划的提出象征着我国进入新的发展阶段,在此背景下,我国水利事业的发展也步入新的阶段。《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》(以下简称《纲要》)明确指出要加快“构建智慧水利体系”,提出智慧水利建设是助力我国水利事业实现高质量发展的重要路径。为此,广东省委省政府积极响应国家号召,在“851”广东水利高质量发展蓝图中明确提出要加快建设智慧水利工程,以科技创新为智慧发展赋能。该文以“十四五”规划的提出为背景,分别从新目标、新成就、新机遇和新任务的角度出发,对广东“智慧水利”建设的现实境遇做出简要分析,并提出有助于广东“智慧水利”建设工作稳步推进的建议,为广东水利高质量发展赋能。
The “14 th Five-Year Plan” is an important period for China to basically realize socialist modernization, and it is a key stage for China’s industrial economy to gradually transform into a digital economy. The proposal of the “14 th Five-Year Plan” symbolizes that China has entered a new stage of development. In this context, the development of China’s water conservancy has also entered a new stage. “The 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of the Vision for 2035”(hereinafter referred to as the “Outline”) clearly pointed out that it is necessary to speed up the “building of a smart water conservancy system”, and proposes intelligent water construction is an important path to help China’s water conservancy industry to achieve high-quality development. To this end, the Guangdong Provincial Government actively responded to the national call, speed up the construction of intelligent water conservancy projects in the “851” blueprint for high-quality development of water conservancy in Guangdong, and to empower intelligent development with technological innovation. Taking the proposal of the “14 th Five-Year Plan” as the background, this paper makes a brief analysis of the actual situation of Guangdong’s “intelligent water conservancy” construction from the perspectives of new goals, new achievements, new opportunities and new tasks, and puts forward some suggestions to help the construction of “smart water resources” in Guangdong to advance steadily and to empower the quality development of water resources in Guangdong.
