摘要
2021年国务院发布的《关于完整准确全面贯彻新发展理念,做好碳达峰碳中和工作的意见》和《2030年前碳达峰行动方案》是对我国“碳达峰碳中和”工作的系统谋划和总体部署。“1”是实现碳达峰目标与碳中和愿景的指导性文件。“N”代表不同行业、不同领域,共同出台一系列指导性的政策和方案。这是一个庞大而复杂的工程,在中央顶层设计政策“1+N”的引领下,实现“碳达峰、碳中和”的目标。
“The Opinions on Completely and Accurately Implementing the New Development Concept and Successfully Completing the Carbon Peal and Carbon Neutralization” and “Carbon Peak Action Plan by 2030 ”issued by the State Council in 2021 are the systematic plan and overall deployment of China’s “carbon peaking and carbon neutralization” work. “1” is a guiding document for achieving the carbon peak goal and carbon neutrality vision. “N” represents a series of guiding policies and programs in different industries and fields. It is a huge and complex project. Under the guidance of the central top-level design policy of “1+N”, we will achieve the goal of “carbon peaking and carbon neutralization”.
