摘要
梳理含铜蚀刻废液综合利用行业现状和国家及地方出台的标准规范和管理政策,并对《含铜蚀刻废液综合利用污染控制技术规范》(报批稿)从入厂和分析要求、污染控制要求、综合利用产物控制技术要求3个核心方面进行了解读。该规范是国内首个针对含铜蚀刻废液综合利用产物提出重金属有害物质限值的标准,第一次提出了综合利用产物定性的技术要求,帮助解决了困扰企业和管理部门产物定性的难题,入厂和分析要求从源头控制和质量检测2方面确保产物有害物质满足限值要求,明确的污染控制要求让企业治污有规可循,起到推动行业提档升级、减少污染排放的作用。
This paper reviews the current situation of comprehensive utilization of spent coppery etchant and the standards and management policies issued by the state and local governments,and interprets the'pollution control technology specification for comprehensive utilization of spent coppery etchant(submission)from three core aspects:factory entry and analysis requirements,pollution control requirements and comprehensive utilization product control requirements.This specification is the first standard in China to put forward the limit value of heavy metal harmful substances for the comprehensive utilization of spent coppery etchant.For the first time,it puts forward the technical requirements for the qualitative analysis of the comprehensive utilization products,which helps to solve the problems that trouble enterprises and management departments in the qualitative analysis of products.The factory entry and analysis requirements ensure that the harmful substances of the products meet the limit requirements from two aspects of source control and quality detection.The clear pollution control requirements allow enterprises to follow the rules for pollution control,and play a role in promoting the upgrading of the industry and reducing pollution emissions.
