摘要
目前学术界对黄河流域发展效率的研究尚处于初步探索阶段,对黄河流域经济和创新效率及其子系统耦合协调水平的研究尚待进一步深化,为此,构建黄河流域高质量发展效率的“生态-经济-创新”三维分析框架,基于2010—2019年黄河流域九省区面板数据,采用Malmquist指数法分析黄河流域高质量发展效率的演变趋势,同时运用熵值法和耦合协调模型进行耦合协调分析。结果发现:九省区生态效率整体呈现下降趋势,经济效率和创新效率呈增长态势,高质量发展效率耦合协调度处于较低水平,生态、经济和创新系统间整体耦合协调度处于轻度失调状态。据此,提出采取在黄河流域分段采取相应的生态保护措施、强化市场化资源配置、突出创新引领作用以及各省区间优化联动协调机制等建议。
At present,the academic research on development efficiency of the Yellow River Basin is still in preliminary exploration stage,and the research on economic and innovation efficiency of the Yellow River Basin and coupling coordination level of its subsystems still need to be further deepened.To this end,a three-dimensional analysis framework of"eco-economy-innovation"for high-quality development efficiency of the Yellow River Basin is constructed.Based on the panel data of nine provinces in the Yellow River Basin from 2010 to 2019,the Malmquist index method is used to analyze the evolution trend of high-quality development efficiency in the Yellow River Basin,at the same time,entropy method and coupling coordination model are used to analyze coupling coordination.The results find that:overall ecological efficiency of the nine provinces shows a declining trend,while economic efficiency and innovation efficiency show an increasing trend,and coupling coordination degree of high-quality development efficiency is at a low level,the overall coupling coordination among ecological,economic and innovation systems is in a slightly maladjusted state.Accordingly,some suggestions are put forward,such as taking corresponding ecological protection measures in different sections of the Yellow River Basin,strengthening market-oriented resource allocation,highlighting the leading role of innovation,and optimizing the linkage and coordination mechanism among provinces.
