摘要
面对世界百年未有之大变局,中美竞争正成为当今国际关系的焦点。近年来,日越关系的不断走近,不仅把第二次世界大战后双边关系的发展推向新阶段,并出现了推动发展双边战略关系、日本强化政府开发援助的意识形态作用、持续深化“维和”合作、强化“供应链安全”领域合作,以及聚焦新兴领域合作等新走向。这一新走向以强化日越关系为主线,并展现出以安全利益诉求为根本基础、以经略对美国关系为主要支点、以促进经贸合作为基本动力等特征。尽管该新走向存在非等距结构难以化解、经贸合作存在人力资源缺陷、悬殊经济财力难支和双边人员交流不足等问题,但引发了多组双边关系复杂化、东南亚地区成为大国竞争新场域等影响。为此,中国应在把握百年未有之大变局、做出战略研判,聚焦中美竞争实施战略谋划,加强中越关系,以及发挥东盟多边机制作用等方面予以应对。
In the context of world changes unseen in a century, the great power competition between China and America has been the focus of contemporary international relations. In recent years, the closer Japan-Vietnam relations have not only pushed the bilateral relations to a new stage since the end of World War II, but also led to the promotion of bilateral strategic relations, Japan’s intensification of the ideological role of official development assistance(ODA),continuous deepening of“Peacekeeping”cooperation, the enhanced cooperation in the field of“supply chain security”,and focusing on the cooperation in emerging fields, etc. This new trend is mainly about strengthening Japan-Vietnam relations with the foundation of security interests, the fulcrum of developing relations with the U.S. and the driving force of economic and trade cooperation. Despite there are still many problems, such as the non-equidistant structure, human resource defects in economic and trade cooperation, the disparity in economic and financial resources, and insufficient bilateral personnel exchanges, this new trend has led to the complexity of multiple sets of other bilateral relations and turned Southeast Asia into a new arena for great power competition. China should, therefore, make a strategic assessment on the basis of the world changes unseen in a century, implement strategic planning on the basis of the great power competition between China and the US, strengthen China-Vietnam relations and give play to the role of the ASEAN multilateral mechanism.
