摘要
农村集体产权制度改革是新时代“三农”领域深刻的制度变革,也是推动乡村振兴的重要载体。在农村集体产权制度改革中分析政府、村集体以及村民的目标实践,构建内外机制相互融合的治理实践,推动农村集体经济可持续发展。农村集体产权制度改革统筹做好国家规划、省级推进和基层落实的关系,协调安排好农村集体产权制度改革与经济效益、社会效益、政治效益的关系,从而夯实乡村振兴的物质基础、群众基础和治理基础。
The reform of rural collective property rights system refers to a profound institutional change in the field of"agriculture,countryside and farmers"in the new era,and also an important carrier to promote rural revitalization.In the reform of rural collective property rights system,we should analyze the target practice of the government,village collectives and villagers,build governance practices that integrate internal and external mechanisms,and promote the sustainable development of rural collective economy.The reform of the rural collective property rights system should be coordinated well in the relationship between national planning,provincial promotion and grassroots implementation,and handle well with the relationship between the reform of the rural collective property rights system and economic,social and political benefits,so as to consolidate the material,mass and governance bases for rural revitalization.
