摘要
数字政府实践资源形式丰富,研究资源来源广泛,涉及计算机科学、公共事业、商业经济、公共管理、政府法学、工程学、信息科学等众多研究领域,其建设和发展立足于不断满足人民群众日益增长的美好生活需要以及为之破除现实中的各种艰难险阻。文章通过检索中文核心期刊、CSSCI中文社科引文索引、中国科技论文统计源期刊等数据库收录的题名中包含有“电子政府”或“数字政府”的2017至2022年的文献获得214篇有效研究样本,围绕数字政府的概念框架、技术、法制化和政府改革等议题,初步展现数字政府的理论架构和知识图谱,并评析了核心议题的价值所在及缺憾之处,希望这一研究会对数字政府乃至数字中国良性生态系统建构具有指导意义和参考价值。
The practice resources of digital government are rich in forms,and the research resources are extensive,involving many research fields such as computer science,public utilities,commercial economy,public management,government law,engineering,information science,etc.Its construction and development are based on constantly meeting the people’s growing needs for a better life and breaking all kinds of difficulties and obstacles in reality.Based on 214 valid research samples from 2017 to 2022 obtained by searching Chinese core journals,Chinese Social Science Citation Index,China Science and Technology Papers Statistical Source Journals and other databases,this paper focuses on the conceptual framework,technology,legalization and government reform of digital government,demonstrate the theoretical framework and knowledge map of digital government,and evaluate the value and shortcomings of the core issues,in the hope of providing guidance and reference for constructing digital government and even the healthy ecosystem of digital China.
