摘要
国家《乡村振兴战略规划(2018—2022年)》将我国村庄分为集聚提升、城郊融合、特色保护和搬迁撤并等四类,集聚提升类村庄作为其中较为典型的一类,绝大部分都是实施精准扶贫全面建成小康社会的示范村,更应成为实施乡村振兴战略实现共同富裕的先行村。以福建省福鼎市柏洋村为例,探讨面向“共同富裕”的集聚提升类村庄研究思路与方法及规划策略与路径。
According to the national“Planning for Rural Revitalization Strategy(2018—2022)”,Chinese villages are divided into four categories,agglomeration and upgrading villages,suburban integration villages,characteristic protection villages,and relocation villages.Agglomeration and upgrading villages are typical,and most of them are demonstration villages that implement targeted poverty alleviation to build a moderately prosperous society in an all-round way.They should also become the pioneer villages to implement the rural revitalization strategy to achieve common prosperity.Taking Boyang Village in Fuding City,Fujian Province as an example,this paper discusses the planning guidelines and methods,and planning strategies and paths of agglomeration and upgrading villages oriented to“common prosperity”.
