摘要
随着我国城市发展由土地城镇化迈向人本城镇化,城中村外来人口市民化问题日显迫切和重要。然而,外来人口在当前如火如荼的城中村改造中普遍面临着居住权丧失、公共服务剥夺、空间隔离加剧、归属感缺乏等不包容困境。为此,本文引入包容性理念,构建外来人口包容性城中村改造策略框架,提出包容性城中村改造应以住房供应包容、公共服务包容、交通出行包容、社区关系包容、治理主体包容为目标,在具体规划策略要素实施时遵循公平、共享、平等、健康、可持续5大原则。在此基础上,文章以浙江省杭州市西湖区杨家牌楼城中村为例,厘清外来人口所面临的非包容性问题,探讨其包容性规划响应机制,以期为城中村改造提供有益参考。
As China's urban development moves from land urbanization to people-oriented urbanization,the problem of the urbanization of the migrant population in villages inside city has become increasingly urgent and important.However,in the current transformation of villages inside city,the migrant population is generally facing the dilemma of incompatibility such as the loss of residency rights,the deprivation of public services,the intensification of spatial isolation,and the lack of belonging.To this end,this paper introduces the concept of inclusive philosophy and constructs a strategic framework for the transformation of inclusive villages inside city for migrant population.It points out that the transformation should aim at inclusive housing supply,public service inclusion,transportation and travel inclusion,community relations inclusion,and governance subject inclusion,and follow the five principles of inclusive concept fairness,sharing,equality,safety,health and sustainability when implementing specific planning strategy elements.Based on this,the article takes the Yangjia Arch Village inside city,in Xihu District,Hangzhou City,Zhejiang Province as an example to clarify the non-inclusive problems faced by the migrant population and explore its inclusive planning response mechanism,in order to provide a useful reference for the transformation of urban villages.
