摘要
排污许可证制度在环境保护工作中具有重要意义,能够助力提升环境保护质量。当前我国的排污许可证制度存在很多不足之处,排污许可证的立法支持、管理体系以及公众参与度等方面仍有待完善,而在排污许可证制度实践中,许可证申领问题、核发质量问题、证后管理问题以及监管工作问题等也影响其应用效果。故而在推行排污许可证制度时,应关注排污许可证的申领核发问题,构建完善的管理体系与管理制度,运用优质且先进的策略对具体问题进行处理,发挥排污许可证制度的作用。
The emission permit system is of great significance in the environmental protection system,which can provide emission permits for units with emission qualifications and improve the quality of environmental protection.Current of discharge permit system in China there are a lot of shortcomings,emission permits legislative support,management system and the public participation is yet to be developed,and in the practice of discharge permit system,license claims,issued by the quality problem,after the management and supervision and so on also affect the quality of system's application.Therefore,in the implementation of the pollutant discharge permit system,attention should be paid to the issue of the application and issuance of pollutant discharge permit,the construction of a perfect management system and management system,the use of high-quality and advanced strategies to deal with specific problems,to play the role of the pollutant discharge permit system.
