摘要
从生产、生活、生态三方面构建营商环境指标体系,运用熵权Topsis法对日照市营商环境进行动态和静态比较分析,使用耦合协调度模型对日照市营商环境子系统耦合协调状况进行动态和静态比较分析。研究发现:2013—2020年,日照市营商环境及其子系统指数以及子系统间耦合协调度呈上升趋势;2020年,日照市营商环境及其子系统在山东省均处于落后档甚至垫底档,且子系统间耦合协调度仍处于失调阶段;生产性环境是日照市营商环境的短板维度,数字化环境具有比较优势,而技术创新、外资利用、医疗卫生与优质教育资源、收入和消费、绿化覆盖率、人均水资源、环保与公共文化投入、高等教育发展等是日照市营商环境的短板指标。日照市应从短板指标以及生产、生活、生态一体化的角度优化营商环境。
In this paper,an evaluation index system of business environment is constructed from the aspects of production,life and ecology;and both dynamic and static comparative analyses of business environment and business environment subsystems of Rizhao City are conducted by using the entropy-weighted TOPSIS method and the coupling coordination degree model respectively.The study shows that from 2013 to 2020,there was an overall upward trend in Rizhao’s business environment index and its subsystem index as well as the coupling coordination degree among subsystems.In 2020,Rizhao’s business environment and its subsystems were in the backward and even bottom level in Shandong Province,and the coupling coordination degree between subsystems was still in the imbalance stage.Among the dimensions and specific indicators of Rizhao’s business environment,productive environment is a weak dimension and digital environment has comparative advantages,while technological innovation,utilization of foreign capital,medical and health and high-quality educational resources,income and consumption,greening coverage,per capita water resources,environmental protection and public cultural investment,and higher education development are short board indicators.Therefore,Rizhao should optimize its business environment from the perspectives of short board indexes and integration of production,life and ecology.
